Update schedule entry

Sends all the active schedules down to C_ENV.
Not allowing to change source or destination, for that you need to use delete and create new one.
Also, start time is an optional field. This is so that we can update something to run for a bit longer,
if it has started already. The same applies to end time - we can amend start time only if we want to.
DateTimes are in format:0000-00-00T00:00:00.000Z (for example 2020-08-25T16:30:00.000Z or 2020-08-25T16:30:00.000+02:00)
start_time can be a datetime or a string "NOW"which means - start it now

Admin, operator or superadmin permission needed for this

!!!!! SUPER IMPORTANT. The principle here is that you send schedules to C_ENV only ONCE.
Scheduler works with the principle of - clear all running ones then start up again the ones that need to be
running. So on EVERY call you make to c_env you have to push ALL schedule entries that still need to do something
